When the circuit's quality will compromise your Data, Video or VoIP performance and make your company look bad to your customers and vendors. If you're looking for an Internet access T1, and you're only going to use it for staff email access and web-browsing, choose the best price you can find. But if your company, suppliers or customers are going to use the T1 for bandwidth intensive applications - large file transfers, accessing comlex databases, streaming video or VoIP telephony, then you'd better choose your carrier carefully. For bandwidth intensive apps to function properly you'll want a Tier 1 carrier, with one hop to the internet and lots of peering or transit points. This will give you the lowest latency (high transmission speed) and the lowest packet loss (information arrives in tact). Tier 2 or Tier 3 carriers don't have as many peering or transit arrangements with other carriers or large internet hubs. They require your data to make multiple hops or jumps to get onto the internet. When it comes to large databases or file transfers a lower quality circuit will have your users waiting on your connection.
